The content is an article published in Relate (the magazine of the UK Oracle User Group) in Summer 1998. The article has a brief introduction to Partitioning, then describes the main differences between Partition Tables and Partition Views, including some comments on the deficiencies inherent in the two different technologies.
In particular, this article points out a major drawback to partitioned tables (which may be addressed in Oracle 8.3 apparently) which does not exist in partitioned views.
Since this article was written, an interesting weakness in Oracle 8's partition elimination algorithm has come to light - I have written a short (html) note about this on page PT Quirk.
