问题描述：在windows server 2016中通过dbca创建数据库时，出现DIM-00019告警，如下所示：
数据库版本：oracle
19.3
搜索Mos文档，发现【Doc ID 2652519.1】场景与问题相同.

SYMPTOMS
Oracle 19c DBCA or manuall installation with oradim
failed with following errors :
Error in Process: d:\xxx\product\19.0.0\dbhome_1\bin\oradim.exe
Enter password for Oracle service user: Instance created.
DIM-00019: create service error
O/S-Error: (OS 1053) The service did not respond to the start or control
request in a timely fashion.
CAUSE
it was found that the error is because the server hostname > 15
characters
Use server hostname less than 15 characters
说明：主机名超过15个字符导致，将其修改到15个字符以内，数据库创建成功.
