Bug 16506031 - Wrong data in V$SESSION_CONNECT_INFO for CLIENT_CHARSET / CLIENT_VERSION (Doc ID 16506031.8)

Description

When querying from V$SESSION_CONNECT_INFO it is possible that some 
of the client characteristics columns (e.g. client_charset and
client_version) may contain incorrect values for internally created
sessions (eg. PQ slaves sessions).
  
 
Rediscovery Notes
 If you notice that some of the client characteristics columns in 
 v$session_connect_info (e.g. client_charset and client_version) contain 
 invalid values for internally created sessions (e.g. PQ slave 
 sessions), then you may be experiencing this bug.
