方案如下：
GI HOME and RDBMS HOME must have both DB and GI PSU applied if the PSU is OCT 2018 PSU or later.
Manually apply missing DB or OCW PSU or rollback the existing DB or OCW PSU.
Use the manual step shown in the "5 Manual Steps for Apply/Rollback Patch" of the MOS note "Oracle Grid Infrastructure 11.2.0.4.x Patch Set Update SUPPLEMENTAL README Document 1641136.1"
