客户10g数据库升级后，EM不能正常使用，查看告警日志中出现下面报错：

2006-02-19 18:11:02 Thread-852 WARN upload: FxferSend: received fatal error in header from FATAL_ERROR::500|ORA-20603: Updating timezone region of a target is not supported. Use mgmt_target.set_agent_tzrgn() API to modify the timezone region.(target name = myhost.com:1831)(target type = oracle_emd)(new tzrgn = +04:00)(old tzrgn = UTC)
ORA-06512: at "SYSMAN.CHECK_DUPLICATE_TARGETS", line 86
ORA-04088: error during execution of trigger 'SYSMAN.CHECK_DUPLICATE_TARGETS'复制

参考文档：Problem: Startup: Agent Is Unreachable After Database Upgrade (Doc ID 358894.1)
解决方案如下：

1. Stop the database console if not already stopped 
2. Set ORACLE_HOME and ORACLE_SID env variables 
3. Also set the timezone variables accordingly:
    Unix/Linux : export TZ=<TZ value>
    Windows : set TZ=<TZ value>
4. Execute the following command: 
     $ORACLE_HOME/bin/emctl resetTZ agent 
Note: The above will show instructions simialr to the next step:
5. Connect to the database served by this DBConsole as user 'sysman', and execute:
    SQL> exec mgmt_target.set_agent_tzrgn('target name','new tzrgn')
 or
   Connect to the database served by this DBConsole as user 'sys', and execute:
    SQL> alter session set current_schema = SYSMAN;
    SQL> exec mgmt_target.set_agent_tzrgn('target name','new tzrgn')
These messages will be displayed automatically after execute $ORACLE_HOME/bin/emctl resetTZ agent.
    Then do not forget execute 
    SQL > commit;
6. Start the dbconsole: "emctl start dbconsole" 
  - check the status of the agent until it comes up: "emctl status agent" 
  - force an upload: emctl upload 
7. Check the status of the database in the console.复制
